The Rules of Transfer and Reinstatement of students according to the mode of attendance.

 


General provisions.


  1. The rules of transfer and reinstatement according to the mode of attendance (further – the rules) are developed basing on the § 26 of article 4 of the Education Act of the Kazakhstan Republic.
  2. The rules regulate the procedure of transfer and reinstatement of students in educational institutions regardless the proprietary type and departmental affiliation.
  3. The transfer is made from one year to another, from one educational institution to another, from one mode of attendance to another, from one language of instructions to another and from one major to another.
  4. Applications on transfer or reinstatement from full-time students are considered by the head of an educational institution during summer or winter vocations within 5 working days prior an upcoming term.
  5. Applications on transfer or reinstatement from part-time students are considered by the head of an educational institution no later than a month prior an examination period.
  6. When considering the application on transferring or reinstatement the academic discrepancy is defined in subjects studied in previous academic years.
  7. Academic discrepancy is defined by an accepting educational institution basing upon the list of studied disciplines, programs and the academic hours or credits included in a transcript. When transferring from a foreign educational institution, a student must provide a transcript as well as a document on completion of a previous level of studying. Nostrification must be undergone within the established deadline.
  8. For discrepancy elimination a student takes the subjects during an established academic period and finally gets admission for all exams. In case the disciplines are not included into the timetable of a particular semester, a student must take the subjects during an extra summer semester.
  9. If the discrepancy is not covered within the established time limits, it is considered as an academic debt.

 

The procedure of transfer and reinstatement of students according to the mode of attendance.

 

23. Transfer and reinstatement for the same year will be processed if the discrepancy in compulsory subjects does not exceed 5 subjects.
24. A mandatory requirement for transferring a student form one year to another is the fact of achieving the GPA of no less than it is required at an educational institution.
25.  A student can be transferred or reinstated after the expulsion in case he has completed the first academic period of a studied program according to his individual plan. Furthermore a student may be transferred or reinstated in any mode of attendance, any major and any university regardless the time of his expulsion.
26. When transferring or reinstating, the year is defined according to the prerequisites. Reconsideration of studied disciplines is conducted according to the educational track for completing the program.
27. When defining the discrepancy the types of assessment are not taken into consideration. Assessment is carried out basing on the letter equivalence system in which the minimum grade is D (1.0; 50-54%) and maximum is A (4.0; 95-100%).
28. Transferring from year to year is made according to the assessment of a summer examination period with due regard to an extra summer term and GPA.
29. Transferring from year to year is documented with an order made by the head of a university.
30. A student possessing an educational grant/scholarship with a minimum GPA and having an academic debt must close it up paying for a number of credits, yet the grant/scholarship is kept.
31. A grantee being left for the same academic year loses his scholarship/grant and continues the education on a paid basis.
32. A student may be transferred from one educational institution to another keeping his scholarship/grant.
Students who possess a grant/scholarship issued specifically for a concrete university will lose it when transferring to another university.
Transferring students from regional universities to national ones is implemented with a grant/scholarship loss. Furthermore, a student must have excellent academic progress and the certificate of the United National Test of no less than 60 points.
Students who graduated from high schools and technical or professional colleges in Kazakhstan when transferring from a foreign university must provide a transcript and a certificate of the United National Test of no less than an established score.
In case of the absence of the certificate of the United National Test, a student should take a complex test before the order on transferring is issued.
33. Transferring Master and PhD students with a grant/scholarship based on educational state contract from one university to another is conducted by an authorized body.
34. The procedure of transferring from one educational institution to another is the following:

 
1) a student writes an application addressed to the rector of the university where he is currently studying and having obtained the permission with a seal to be transferred addresses it to the rector of the educational institution where he intends to study.
2) Application is accompanied with a sealed copy of a transcript signed by the vice-rector and a registration officer, a certificate of the United National Test or a complex test (for Bachelor programs), a certificate of passing the entrance examinations (for Master and PhD programs), a certificate of possession of the educational grant/scholarship (if there is such), an application addressed to the rector of the university where he studied (sealed and signed).
3) the dean of a faculty calculates the discrepancy in individual educational plans and according to the prerequisites defines the year of education, reconsiders the studied credits in accordance with an educational program and confirms a new individual plan after consultation with the registration officer.
4) the rector issues an order on transferring a student in accordance with the decisions of the dean of the faculty, the head of the registration office and the vice-rector.
5) when transferring Master and PhD students with a grant/scholarship based on educational state contract the order on transferring is issued only when a positive decision has been made by an authorized body.
 
35. The head of the university, to which the student is transferred, inquires personal data files in a written from within 3 working days. The inquiry is accompanied with a copy of the order on acceptance of the student.
 
36. After getting the inquiry the head of the university issues the order on student’s expulsion with the statement “expelled due to transferring to another university” and sends a personal profile within 3 working days to an accepting university. However, a copy of a transcript, a transcript book, a student card and a list of sent documents are left at the university.
37. When transferring a student with a specifically issued grant/scholarship the head of an accepting university sends a copy of the order on accepting a student and a copy of the certificate on possessing a grant to an authorized body for reconsidering the funding.
38. Transferring a student possessing a scholarship/grant from one year to another is implemented with a loss of a scholarship/grant.
39. When transferring from one university to another on a paid basis a contract is made only with an accepting university.
40. Transferring from one major to another, from one mode of attendance to another is implemented on a paid basis.
41. Transferring from one major to another at the same university is implemented with the correction of a contract which is issued by the head of a university.
42. The procedure and the deadlines of academic discrepancy elimination are documented with a dean’s order for a current academic year and included  into a student’s individual plan.
43. A student expelled due to financial incapability to cover the cost of tuition fee can be reinstated within 4 weeks from the date of expulsion in case the debt has been covered.
44. Reinstatement and academic discrepancy elimination are carried out only on a paid basis.
45. The procedure of reinstatement is the following:

 
1) an application is addressed to the head of a university. A certificate of expulsion is attached to the application.
2) the dean of a faculty calculates the discrepancy  and according to the prerequisites defines the year to which a student can be reinstated and confirms the student’s individual plan upon consultation with the registration officer.
3) an order on student’s reinstatement is issued.
 
46. When transferring from one university to another the head of a university where a student previously studied sends a personal profile to an accepting university However, a copy of a transcript, a transcript book, a student card and a list of sent documents are left at the university.
47. A student possessing an educational grant/scholarship and having an official letter from the medical consultation commission on an incapability to continue the education due to the illness got during the period of education at one major, may be transferred to a different major keeping his grant/scholarship in case there is a vacant position on the educational grant/scholarship.
