New approaches of attraction of employers to a professional training
Successful functioning of economy of Kazakhstan in market conditions in many respects depends on close interoperability of system of the high education and business-communities. Communication with consumers and the subsequent employment of graduates in A.Baitursynov Коstanay State University have the regional specific character. Formation regional educational cluster is carried out under aegis of our university, that allows to lay a legal and financial basis of embedding of high school in an innovative and technological infrastructure of economy of region
In conditions of high competition among universities consumer communication does not begin after the transition to the senior course. It starts when a set of specific education programs in the specialties and content of elective courses are formed and continue through the educational process and subsequent monitoring of employment and career based on strong links with employers.
Structure of educational process
In accordance with the State Program of Education Development part of the university component increased in the undergraduate up to 70%, master's degree - up to 80%, doctoral - up to 90-95%. The list of elective courses and content are determined by the university itself. All this already makes it possible to implement individual training in educational programs tailored to the needs of the labor market. Core subjects are studied by all students, it is the basic training. Through the choice of elective courses special education programs are implemented, and these subjects are divided into two groups: general and defining an educational program. The latter allow future specialist in the chosen program to gain a balanced list of skills and competencies, focused on a specific field of activity. As a rule, students are offered two or three programs.
The use of the material-technical base of enterprises
Employers are not only involved in developing educational training programs, but they also provide their technical facilities for the organization of the educational process. For example, in the laboratory of biotechnology "Kazakh - Tulpary " LLP classes on plant breeding and biotechnology, horse breeding , milk production technology and horsemeat are conducted for students majoring in "Animal husbandry" and "Technology of food products". The "Myasko" company conducts lessons on the technology of processing of meat and meat products, accounting and reporting in the meat industry in the classroom, which is equipped with training materials.
Students should be trained on modern equipment. This requires huge resources. The only way out is cooperation with the most advanced enterprises, placing them on the basis of branches of departments in order that students may train and get access to modern technology. We are talking about the creation of educational, scientific and production associations or clusters. Without this close collaboration it is not possible to prepare modern competitive specialist.
Corporate management of university
The Alumni and Trustees Association and trustees and Boards of Trustees of faculties help production and university interaction especially in terms of approaching the content of educational programs to the needs of the regional labor market, internships, and job placement. Alumni Association and the Trustees of the KSU brings together a volunteer alumni, business leaders and government agencies wishing to contribute to the improvement of quality education personnel training and stable development of the university, its formation as a center of excellence - for professionals in Northern Kazakhstan and their employment.
Creation of school boards from KSU became the basis of transition to the new system of corporate governance. The chairmen of boards of trustees of all faculties, chairman of the club's media editors of Kostanai region are part of the supreme body of the corporate management of the university - Alumni and Trustees Association. Thus, a mechanism is created for public participation in the management of production and the quality of education and training of competitive specialists. With the support of faculty boards today, our students do not only gain practical skills and reinforce knowledge directly in the media, law enforcement agencies, branches of the banks, but also have internship, write theses and find a job.
There are many examples of interaction between employers and university faculties. For example, the board of trustees proposed and our research has confirmed the need to improve educational policy by incorporating the learning process more disciplines, allowing to develop the skills of constructive communication and teamwork, leadership qualities, "Business Etiquette", "Psychology of competitive person", "Modern technology of public relations", and that was done and already showing positive results on the development of skills of communication, career management, negotiation, presentations, etc. The members of the board of trustees - the editors of leading media Kostanai region recommended devoting more time to practical work of students. “Continuous” practice was introduced in the learning process in which students work on television, radio and in local newspapers and magazines one day a week. A total practice is counted as credits.
Practice-oriented focus of the educational process
During several years we spend systematic stage-by-stage restructuring of educational process in favour of practical forms of carrying out of employment and independent work of students. The quantity of lectures is essentially reduced, and now they are spent in the form of survey or problem lectures, and very often it is done by leading experts-experts or the invited academic professors. Now all necessary conditions are created for fruitful independent work of students.

At university under the program on the forced industrially-innovative progress of Republic Kazakhstan for 2010-2014 contracts with such industrial enterprises as joint-stock company " Agromash-holding ", LLC « Karasu -ET », LLC "Karaman-to", joint-stock company « Kosanay Melcom », LLC " Sadchikovskoe ", etc. All experts, оrganized at university, are focused on natural, industrial conditions are concluded, have through programs within the limits of the chosen trajectories. Innovative formation is impossible without close interoperability of a scientific and educational component in preparation of experts. This formation through research. But with one all-important condition: scientific researches should be actual, demanded, and the main thing – to be on a first line of a science. It is important to use the equipment and innovative technologies of the enterprises and the organizations in researches. It for today the main priority in progress of regional high schools. It is necessary to strengthen practically-orientation carried out works, including on an increase of their quantity under applications of the enterprises and the organizations. It is necessary to involve in a management of degree projects (works) and their reviewing of experts-experts more widely. It is important to use in degree design the modern industrial equipment and innovative technologies of the enterprises and the organizations, branches of letting out faculties of high schools on manufacture.
In this plan in KSU is annually spent competition student's business-projects with participation of the interested employers. Win all: the student gets skills which will be useful to it during all life, in what branches of a national economy it would not work: independence of judgements, skill to concentrate, constantly to enrich own stock of knowledge, to possess a multilateral sight at arising problems, easier to be able purposefully and to work thoughtfully. The enterprises receive worthy workers who, possessing the set forth above qualities, can effectively solve the problems put before it. The motivation for scientific researches of students is created – the possibility to prove in actual sector of economy, worthy employment.
Technology of educational process
The social partnership is realized by the Kostanay State university within the limits of model educational cluster. Today we have changed technology of a professional training, doing the basic accent to formation competitions at graduates, for their successful realization in professional work from first days of work on the enterprise.
So, within the limits of organizational actions for first-year students and cathedral weeks meetings with production workers where students directly can ask questions on features of the chosen trade are spent. Already from a freshman class students pass an educational practice in pilot farms, clinics, at the enterprises, in establishments and the organizations. Here students get acquainted with productions and get primary professional skills according to the chosen speciality. Such forms of work on first-year students allow them to make sure in correctness of a choice of a trade and, if to be necessary, give chance to change a direction of preparation.
In the second course students already meaningly choose that other educational program. Successful progress of interoperability with employers has allowed us in view of demand of the enterprises and the organizations noticeably to increase number of training courses and the new educational programs offered by employers and experts-experts, based on competent the approach. For example, on a speciality « Technological cars and the equipment » « Processing of metals », « Technology of agricultural mechanical engineering », and on a speciality « Technology of processing manufactures » – two educational programs « Technology of acceptance and storage of grain », « Technology of bread, macaroni and confectionery products » is offered to students on a choice two educational programs.
In the third course the most part of practical employment is spent on manufacture. We not only have increased a fraction of practical employment, and we shall organize carrying out of employment in conditions of manufacture. Thus the learning efficiency when in first half of day the student works at a factory significantly increases, and after a dinner is engaged with teachers in an audience, analyzes and reinterprets the received knowledge in different interactive forms, more deep studies theoretical aspects of discipline. Thus, fastening of knowledge and formation of professional skills is spent to an instant of theoretical development of disciplines.
And during passage of professional practice in the 3-4 courses there is already an operating time necessary industrial competitions. Professional experts are focused on natural industrial conditions. Employers not only provide base for passage an expert, but also participate in an assessment of results of industrial practices and training of students. On a final year, having received experience of practical work on the modern equipment, using last novelties of high technologies, on the basis of these enterprises students perform scientific works and degree projects on degree design.
Already in the third course students build close attitudes with specific employers and earn additionally during an expert and summer vacations, receiving experience of practical work on the modern equipment, using last novelties of high technologies. For example, between LLC "Turar" (c. Kmyshnoe, Fedorovsky region) and university there were mutually advantageous attitudes. On the large dairy-trading farm constructed under the European standards, students of faculty of veterinary science pass in practice, and scientists of university offer the scientific development, such, for example, as a new method of definition cows with calf. For students on the basis of the enterprise the hostel is constructed, a free feed is provided. Students master new technologies of a content (feeding, leaving, milking) and animal husbandry in conditions of a full computerization of manufacture on the equipment of firm Westfalia Surge.
Such methods and forms of work allow to participate to students in technological processes of actual manufacture, as well as in carrying out of developmental and research works on teachers and experts of the enterprises.
A target professional training
Today employers are ready to conducting preparation of the graduate "grinded" under needs of the enterprise, and the university is ready to change flexibly the curriculums under needs of the specific enterprises and according to the concluded contract to provide necessary experts. It is already signed more such 40 agreements with the enterprises on target preparation of experts. The important innovation of such approach consists that we are not engaged employment of graduates on an output, and systematically we build close relationships trained with specific employers.
Spent at university « Fair of vacancies » allow employers to make priority selection not only graduates, but also students of a prefinal year. Thus, new forms of joint partnership allow to involve employers in a professional training.
Now practice of participation of employers in educational activity of university as guarantees of are necessary to employers fairly promptly extends that on a labour market they can find the experts of the necessary qualification capable at once to start to work. Thus, new approaches of attraction of production workers have allowed to involve employers in a professional training and to provide not only a practical component of educational process in actual conditions manufactures and a modern material resources, but also to raise quality of formation as a whole.
