Results of the project CIBELES
Gottingen, Germany
From 1 to 5 March, 2011 the reference visit on project JEP-511172-DE-2010 CIBELES of the program Tempus passed in Gottingen (Germany). D.v.s., professor P.Sh.Ibragimov and c.t.s., head of department of ecology G.B.Yunusova represented KSU of A. Baitursynov. Participants of a seminar - project coordinators from the German party and representatives of universities of five countries of Central Asia and Georgia.
The seminar began with introductory excursion of Gottingen and one of the oldest university in Germany, Georg-August university. The University of Gottingen provides education on 120 educational programs at the levels bachelor degree - a master degree - doctorates at 13 faculties. Since 2007 the university of Gottingen holds the highest level of an assessment of quality of education in an education system of higher education institutions of Germany.
During the work all participants of the project universities of Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Georgia presented the universities in the direction of “the Environmental Protection” and “Forest husbandry”. Participants of a seminar discussed various aspects of development methodology of the curriculum: Bologna Process as a way of continuous development, competency-based approach to development of the curriculum, methodology of maintaining of the curriculum according to Bologna Process, research planning (questionnaire and interviewing) and the analysis of results.
Organizers and participants summed up the results of making the first stage of work on the project and discussed problems of the following: till March 25, 2011 to conduct research on determination of competence of future experts.
Dushanbe, Tajikistan
On April 18-22, 2011 the seminar meeting on project the JEP-511172-DE-2010 CIBELES of the program Tempus passed at the Tajik national university (Dushanbe).
The seminar purpose - realization of the first development phase of the curriculum of a master program through integration of requirements of external participants of educational process (employers, government institutions, non-governmental organizations) to the maintenance of educational programs with the offered curriculum of universities.
C.T.S., head of department of ecology G.B.Yunusova, lecturers of department of ecology G.B.Kazkenova, C.P.S.,head of international office E.M.Kandalina represented KSU of A. Baitursynov.
Representatives of European universities presented education programme of bachelor and master degree on the competency-based approach. Participating universities of the project introduced approximate curriculum of a master degree.

Tbilisi, Georgia
From16 to 20 August, 2011 regular practical course passed within work on project CIBELES JEP 511172-DE-2010 of international programme EC TEMPUS. Place of the meeting: Tbilisi, Georgia, Ilia State University. 21 representative of participating universities, 2 experts of EC Seniya Terziyeva, Jozef Moziy took part in practical course.
The head of department of ecology G.B.Yunusova and head of international office E.M.Kandalina represented KSU of A. Baitursynov.
The meeting purpose – identification of general disciplines for all partners, of the developed curriculum of an educational program of a master degree "Environmental protection and quality management", statement of results of education and development of descriptors of educational programs.
In the meeting exchange of results of drawing up the curriculum taking into account requirements of the EU to educational process in the master degree, requirements of potential employers to the master, the control of specifics of the region. A.Baitursynov Kostanay State University presented project of curriculum, which made on basis of government standard 6М091100 “Geoecology and management of natural resources" of master degree .
The European experts Seniya Terziyeva, Jozef Moziy shared with experience of University of Chemical technologies and Metallurgy (Sofia, Bulgaria), University of Natural sciences (Warsaw, Poland) on the organization of education according to "the Dublin descriptors"; the organization of effective education including such aspects as the organization of educational process, accreditation of education programs.
During the seminar, 12 disciplines were chosen, which are the general for curriculum of all partner universities, and participants of a seminar developed descriptors, and also results of education. After general discussion, introduction of corrective, each university received a task to make the detailed description of three educational subject (results of education, descriptors, the contents, the recommended literature) to September 15, 2011.
Kostanay, Kazakhstan
From November, 27 to December, 1 meeting of working party passed within project CIBELES JEP 511172-DE-2010 of international programme EC TEMPUS at A.Baitursynov Kostanay State University.
Seven universities representing Georgia, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan and Kazakhstan are a part of the Working group. Consultation of the working group is carried out by professors of EU universities: Jozef Moziy (Warsaw university of Natural sciences) and Seniya Terziyeva (University of Chemical technology and metallurgy, Sofia, Bulgaria).
The project promote development of cooperation between EU and Central Asia in sphere of ecological researches and training of future managers and specialists for the purposes of more effective environmental protection in Central Asia. A.Baitursynov Kostanay State University develops curriculum on the master programme.
During the work on the project the survey of potential employer were carried out for the purpose of revealing of the graduates’ professional competence in the sphere of environmental protection and ecological management. This survey permit to form curriculum from disciplines, focused on formation of determinate competences, corresponded on employers’ requirements taking into account features of ecology of the region. Therefore each participating university formed curriculum of master degree in the sphere of environmental protection and ecological management. Also on the project the qualification characteristic of the master degree were made by working group.
In the process of the real meeting of the working group the second stage of development of the curriculum came to the end: participating universities represent on discussion and confirmation of educational subjects’ content. Therefore the basis for further academic mobility of students, masters and the academic teaching staff is built.
Astana, Kazakhstan
On June 20-21, 2012 International conference on intermediate results of the project "The European education according to the principles of the Bologna Process conducting to reform in the field of environmental protection" passed at S.Seifullin Kazakh Agro Technical University (Astana) with participating universities of 4 working group: "Quality management of environmental protection ", " Forest husbandry ", "Industrial security ", "Protection of water and soil resources". Representatives of Germany, Poland, Bulgaria, Belgium, Italy, Central Asia and Georgia, and also representatives of diplomatic missions, the Ministries of Education and Science of the Republic of Kazakhstan, the National accreditation center, the Ministry of Agriculture of the Republic of Kazakhstan and the Ministry of environmental protection of the Republic of Kazakhstan took part in conference. Representatives of higher education institutions of Europe, Central Asia and Caucasus. Management of conference was performed by the project coordinator Carlos Machado. At conference the report on work on the project was submitted.
Oldenburg, Germany
From 24 to 26 October the seminar on the basis of University of Carl von Ossietzky on development of PhD programs in the sphere of Environmental protection passed, within the work on project CIBELES. Participating universities in the working group on the development of the master degree in the direction of Quality management of environmental protection, and also two Kazakh partners of HEI on the project – S.Sefullin Kazakh Agro Technical University and Sh.Ualikhanov Kokshetau State University took part in the seminar. Pro-rector for academic work F.F.Mayer and head of international office E.M.Kandalina represented KSU of A. Baitursynov.
The prof. Dr. Jorge Marks Gomez directed by the work of a seminar. During the seminar German colleagues shared with the experience of the organization of interdisciplinary programs of doctoral and master programme in the directions: Neuronal sensory science and systems, Sciences about environmental protection and biodiversity, Renewable energy, Gravitational physics, Energy efficiency information technologies, Corporate information management systems of the environment, etc.
At the seminar models of organization of PhD – programme were presented in Georgia and Kazakhstan. Programs of this level aren't entered in Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan. During preparation to the work of a seminar the University of Carl von Ossietzky (Oldenburg) developed the guidance on preparation of doctor's educational programs containing the main requirements to doctor's programs (the general and on language), recommendations of searching of the research supervisor, a condition of registration, payment, quantity of the credits, distribution of the credits on modules, requirements to examinations, requirements to the doctoral dissertation, conditions of protection of the doctoral dissertation, restriction on time of writing on the doctoral dissertation, information on Internet resources for the doctor's program, the description of doctor's programs on the directions: Quality management of environmental protection, Forest husbandry; description of Oldenburg’s model of doctoral studies.

On June 8-9, 2016 the project outcomes were presented at “National Qualifications Framework: from Methodology of Architecture to Implementation Practice” Republican Seminar. The project outcomes were shared and discussed within “Competence-based approach to the development of educational programmes” workshop.
The project participated in Exhibition of Tempus IV Projects, held as a part of the Republican Seminar. The project team was awarded the diploma “For effective interaction with enterprises” by the Ministry of Education and Science of the Republic of Kazakhstan and National Erasmus+ Office in Kazakhstan
