The most important condition of realization of the State program of industrial and innovative development of the Republic of Kazakhstan on 2015-2019 is the training of necessary quantity of staff with the high level of training and skills, demanded by the main employers in the branches of SPIID. The lack of the highly qualified specialists, corresponding to the needs of employers became one of main difficulties on the way of SPIID realization in 2010-2014.

In the Message to the nation of Kazakhstan "Nurly zhol – way to the future" the President of the country N. A. Nazarbayev noted: "… Within the program of industrialization 10 higher education institutions are defined on the basis of which connection of science with branches of economy and training will be provided. These higher education institutions still will prepare staff for economy and industrialization, besides, its become the scientific centers".

Kostanay State University name after A. Baitursynov was included in 10 of the specified breakthrough higher education institutions.

 A. Baitursynov KSU priorities in the branches of SPIID

The main emphasis is placed on the development of priority sectors, regional specialization and cluster development in the program of industrial and innovative development of the country.

A. Baitursynov KSU holds about 40 years the training of technical and agricultural personnel. In the list of development priorities of the northern region of the country KSU has the solid foundation in training for the following breakthrough sectors of economy:

• Mechanical engineering (production of vehicles, its parts, details and engines; production of agricultural machinery; mechatronics);
• Food production (technology of processing of dairy products, processing technology of meat products, production of flour and macaroni products, production of vegetable oils and oils, etc.)

Our objectives

The main objective, setting by the government of the country for A. Baitursynov Kostanay State University, is the providing of the enterprises of mechanical engineering and food industry by the qualified professional personnel with the level of competences, relevant requirements of economy and industrial and innovative development of the country.

For the solution of this objective the funds are allocated to the university for the development and implementation of new educational programs and formation of material base of higher education institution. Annually from 2015 to 2019 more than 100 grants will be allocated by the state on the education in the KSU profile magistracy of personnel for SPIID. 

A. Baitursynov Kostanay state university needs to solve five objectives for the successful implementation of the program of personnel training.

The first objective – development and implementation of new practice-oriented educational programs within SPIID on the example of the leading world practices, which will allow to conduct training of the specialist on the competences necessary for the concrete enterprise.

The second objective – innovative organization of educational process – implementation and development of dual education on the magistracy during of which  up to 30% of studies is given on the production, is ensured continuous work practice and experimental and research work, defence of the thesis is made on the materials of the concrete enterprise.

The existence of new practice-oriented modular educational programs and practice-oriented system of education will allow to change radically the contents and quality of education – to achieve training of specialists without the need of "finishing learning" on the production   

The third objective – radical modernization of laboratory base at the target financing from the state budget and it will allow making the training through the research to make the practical orders of the enterprises on the contractual basis, to conduct the basic and applied scientific researches with the grant financing.

The fourth objective – permanent maintenance of the ensuring system of education quality and it provides the professional development of the academic teaching staff in the foreign top higher education institutions, participation of the public representatives, authorized bodies, employers in the assessment of education quality.      

The fifth objective – system improvement of corporate management of the higher education institution as the bases for interaction with business community and quality improvement of education.   

A. Baitursynov KSU offers the additional services for the enterprises in the parallel with the solution of the main objective:

1. Training of specialists for the enterprises on the practice-oriented programs of a bachelor degree. 

2. Training and retraining of the leading staff members of the enterprises in KSU magistracy according to the programs “Extension”.

3. The accelerated retraining, professional development of the personnel of the enterprises on the various programs (enterprise management, QMS, IT, languages, etc.).

4. Scientific support of the innovative enterprises.

5. Organization of researches for the increase of efficiency of enterprises economics
